62 / 5 = 12 left 2 => long tubes can not be more than 12
if max long tubes = 12, then the other 2 can not fully occupy the 3-ball tube.

if max long tubes = 11, left 62-5 x 11 = 7, which can not fully occupy 3-ball tubes.

if max long tubes = 10, left 62-5 x 10 = 12, which can be placed into 4 3-ball tubes.

hence the answer is 10

Here is the suggested way to answer!

62 / 5 = 12 left 2 => long tubes can not be more than 12

if max long tubes = 10, left 62-5 x 10 = 12, withc can be placed into 4 3-ball tubes.
